I want to box. I have a profound respect for boxers. I am attending college now, and after graduation I will join the police force, however, I would also like to amateur box. I am 21 now. Is it too late?

Its never too late. Going into the police force requires you to go to the academy. Thats going to take a lot of you my friend stopped boxing because of the academy. Just know you might be a little too busy for it.
