I just started exercising with a heavy bag, and a speed bag, and I'm interested in a specialty bag like an uppercut or head shot bags, are any of these bags effective?

Uppercut bags are terrific. They help me to work on combinations with the uppercut and hooks. They probably give you a harder workout than even the heavy bag because your shooting punches upwards more.
